Load updated sub9 model and add movable joints

What needs to change?

Our current sub9 model is pretty outdated, and it definitely needs a refresh. This includes adding joints for actuators so that we can test actuator-based missions.

How would this task be tested?

1. Ensure that the new model can be loaded correctly and looks good for Gazebo.
