Finalize ROS2 install script

What needs to change?

As we migrate to ROS2, we will need to migrate our current install script to install ROS2 packages rather than ROS1 packages. This may also include new deps for newer versions of Python or Ubuntu 22.04.

How would this task be tested?

1. Ensure that the new install script works locally and in CI.
