What does this PR do?

Publishes the CLI app to PyPI

How Has This Been Tested?

  • Testing locally by python setup.py install then run AskFlow-CLI <your cli commands> python
  • Install live package pip install AskFlow-CLI to your projects

What is the relevant issue?

issue #18 and #19
