Python Interface Overhaul

This milestone (the first GitHub milestone) has a few goals:

  • Add support for Python 3 for Weld's core Python API, as well as Grizzly, Baloo, and NumPy
  • Deprecate Python 2.x support
  • Clean up Python code (e.g., flake8 for style enforcement)
  • Add documentation
  • Tests (Unit tests + doc tests)
