I'm personally tempted to just consider the swerve steering isomorphic to a flywheel for the purposes of sysid.

Closing since we have #13 now. Note that the last gain update from #10 was obtained using this pr and not what now exists in main. It may be worth tuning the steer gains again once the full mass of the robot is mounted
