This commit adds a Code of Conduct file to the repository, which then
points to the SustainOSS Code of Conduct on sustainoss.org. This our
explicit opt-in to the same CoC as the wider SustainOSS community.

Since we are already getting exposure and interest from folks beyond our
core Working Group team, I believe it is important we put this in place
now to explicitly state our values as a team and project, and to give
some intermediary advice on what to do if there are issues.

I request all maintainers to sign off with a review on this commit to
acknowledge this change.

I do not like this. Adding a different Code of Conduct doesn't reduce strain, for me - it adds complexity. I don't want each subcommittee to have a different reporting process.

I also don't think this needs to be done immediately, as the Sustain CoC is going to hopefully going to be wrap up and be instituted in the next few days.

Since the Sustain OSS community is in the process of updating its own
Code of Conduct, I see the addition of a CoC to this repository as
supplementary to that effort. Ideally, we encourage a contributor to
work with our group first to resolve an issue, so as to reduce strain on
the over-arching CoC Committee with Sustain OSS. However, if that is
unsuccessful or someone wishes to go that route, they can contact the
Sustain OSS Code of Conduct Committee.

Can we possibly get an ETA on the Sustain General CoC? I think it's somewhat captured here: https://discourse.sustainoss.org/t/why-we-froze-the-sustainoss-discourse-forum-and-what-s-next/999/2

Something that I realised was missing from the draft was a mainatiner process/detail in the CoC document. I think it's inclusive of the term 'sustains spaces'in the draft but it might be good to be explicit in what are sustains spaces (inclusive of repositories like this one)

An ETA is that this should be done by Friday. I'm wrapping up the CoC draft at the moment and should institute it on Friday.

I think dropping the Contributor Covenant and making the GitHub repo file a pointer to https://sustainoss.org/code-of-conduct/ makes sense. Happy to do that if we are on the same page as a working group?
