问题：

  1. 如果花销为 0（比如当倍率为 0 时），日志条目的【额度】会显示为空白，现在改为显示“free”
  2. 【额度】改为【费用】，更直观

fix: Introduce dedicated expense terminology and tooltips to Logs Table

- Replace "quota" with "expense" throughout LogsTable component
- Change error formatting from `%w` to `%v` in `controller/relay.go`
