Convert to OpenApi 3.0

  • PR is based on the DEVELOP branch
  • Don't send big changes all at once. Split up big PRs into multiple smaller PRs that are easier to manage and review

@medariox It validates now on https://app.swaggerhub.com/
But I suspect there are still some issues with dredd.

Current dredd version should support OpenApi3. But we'll need to rewrite parts of the dredd_hook.py. Example here: https://github.com/apiaryio/api-elements.js/issues/71
