feat(swiftpm): update completion for Swift 5.9

This PR updates the SwiftPM plugin autocomplete information for Swift 5.9.

Hi! Since swift generates the completion file dynamically according to the version installed in user's version, could you please implement something like volta plugin to generate and save it?
