Update New Zealand provider to fix the Regional Holiday issue where Manawatu-Wanganui and Hawke's Bay were included twice.

Update New Zealand provider to fix the Regional Holiday issue where Manawatu-Wanganui and Hawke's Bay were included twice: once on their correct regional dates, and once (incorrectly) in Auckland/Northland Anniversary Day.
