What this PR does / why we need it:

This pull request proposes an update to the etcd chart version in the charts/milvus/charts/etcd-6.3.3.tgz package. This addresses an issue with the existing PDB (Pod Disruption Budget) API version, which is currently set to policy/v1beta. This particular API version has been deprecated and removed in Kubernetes version 1.25 onwards.

To ensure compatibility with Kubernetes versions beyond 1.25, this pull request suggests bumping the etcd chart version to 8.2.3. The new version 8.2.3 provides the required PDB API version "policy/v1", which is compatible with Kubernetes versions 1.25 and later.
