I know we probably don't do this as often, but it helps to have a template to keep the release notes consistent.
This PR autogenerates a release notes based on the current tag. Some info needs to be filled up manually, such as the description and changelogs, but it fills up the version tags automatically.
This will make it ever more easier to create consistent release notes.
