This PR moves the
preset-azure-capz-sa-credpreset definition into mainpresetsdictionary inconfig/prow/config.yaml... mainly because this will make it easier to find what this preset is actually doing the next time I want to do so (it's used widely, not just inconfig/jobs/kubernetes-sigs/cluster-api-provider-azure/jobs).
