What type of PR is this?

/kind feature

What this PR does / why we need it:

Adding non root volumes is already possible for the control-plane by specifying them in the AWSMachineTemplate, but only the RootVolume can be specified for AWSMachinePools. This PR adds this feature for the machine pools as well.

Special notes for your reviewer:

Hi @mnitchev. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

Instructions for interacting with me using PR comments are available here. If you have questions or suggestions related to my behavior, please file an issue against the kubernetes/test-infra repository.

Validation should be moved to the awsmachinepool_webhook.go. There's already logic in other webhooks to validate volumes, you should be able to re-use.

For example: https://github.com/kubernetes-sigs/cluster-api-provider-aws/pull/2468/files#diff-d85ef380a29a05566d8f529b89c7746d5ce4b257400061fe52be4a9ef0647668R69-R95
