More filter parity with core

This adds a filter authorship_rest_user_collection_params to mimic core's rest_user_collection_params and allow overriding the values that Authorship overrides as well.

Update sponsorship note in plugin author header

This is a small textual update to reference the initial funding/sponsorship of the plugin by Siemens within the plugin author field in header, so it shows up in admin screens.
