What does this PR do?
When installing Accelerate and BitsAndBytes in a CPU environment (e.g. Google Colab), one gets the following error:
This is confusing for users as they have installed the packages. The true error is that no GPU is available, causing
is_bitsandbytes_availableto returnFalse.This PR fixes that by first checking whether a GPU is available.
