Add spelling dictionary to Git Extensions.

Create Spelling Dictionary

Git Extensions uses dictionary files for the internal spelling checker. The included spelling files are based on Open Office dictionary files. Open Office spelling dictionaries can be converted using the netspell dictionary builder.
