GSoC-particpants: add file with partial info about participants #698

This file is being collected to gather the information about the participants that have contributed to Git via GSoC, an outreach program conducted by Google each year. This would serve as a helpful reference. The intention is not to restrict gathering the information only for GSoC. We've started gather this with GSoC. We'll expand to also gather information of participants who've contributed via Outreachy.

Since 2015, Git Rev News should have information about all the GSoC contributors, but yeah, it can be helpful to get information about all the previous contributors. An issue with this might be that we might not want to publicize too much information about the contributors who were failed even though this could be useful information. |
