app-misc/anki: add 24.06.{2,3_rc1}, improvements to 24.04.1

These changes

• add 24.06.{2,3_rc1}
• add a min. version for a build-time dependency that broke the build previously
• add CFLAGS support for rust crates that build objects with cc-rs
• add optional support for Sphinx documentation. It may be useful to Anki add-on devs
• extract relevant parts of the build into src_configure
• make sure that the runner and configure script are built for ${CBUILD} in all scenarios
• move some variables into local scope
• add edo calls for the build system runner and custom configure script
