Fixes #78 where running via cloud-shell would fail to find an accelerator zone within the project's default region

• Added sanity check to setup.sh so it won't just delete a running instance without asking first
• Reduced scale-up timeout to 120s
• Fixed an issue where GCP zones don't exist but have VWS accelerators in them anyway (looking at you us-east1-a)
• Toyed with the idea of making n1-custom-12-32768 the default size but then realised not everyone needs such a huge rig
• Removed preemptible prompt as it was occuring during scale-down.sh and could interrupt snapshot/image activity; it's now just a flag in config.sh
