I have tested these changes either locally on my machine, or GitPod.

Currently, if a test requires the user to be authenticated, we have to manually sign them in using:

test.use({ storageState: 'playwright/.auth/certified-user.json' });

This PR:

Updates the config so that the user is signed in by default
Closes Default to being signed in for playwright tests #54609
