Resolves #265.

- Update packaging information to declare support for the current
  (latest) versions for Python and Django

- Minor test changes to accommodate [Django 5.0's new default behavior
  with respect to the `USE_TZ` setting](https://docs.djangoproject.com/en/5.0/releases/5.0/#features-removed-in-5-0)

I updated existing references from Python 3.11 to Python 3.12 and added a new Python 3.12 / Django 5.0 test case in the CI config. This is my first contribution here, and I'm not super familiar with Azure pipelines, so feel free to leave feedback or change anything I've missed.
