Note! Some of the OTEL upgrades that dependabot opened are possible, however, from past experience... these are tricky. I think we likely need to coordinate these everywhere? cc @vito, apparently the latest 1.26.0 also has an experimental logs SDK? I haven't included those updates in this PR because of this.
