Conjur Credential Manager certificate as String

Summary

Currently the Conjur Credential Manager only supports reading a certificate from a file. However when deployed using bosh it would be best to provide this certificate as a string.

Steps to reproduce

Currently can only use a ca file

Expected results

Be able to use a certificate string

Actual results

I need to write the certificate to a file in which concourse has access too.
