[ChefConfig] Add memoization to var_root_dir and var_chef_dir methods #14368

Description

These two methods get hit with each call to cache_path, and are essentially constant values.

Types of changes

  • Bug fix (non-breaking change which fixes an issue)

  • Chore (non-breaking change that does not add functionality or fix an issue)
