Isolated from #5331 @Kukks
This PR isn't only moving code around but also adding some controllers for Liquid. This is too much to bite at once at this point.
It also probably requires pluginify
PaymentTypewhich isn't done yet. I feel this PR will blow up altcoins users at this point.Also tests doesn't pass.
