fix(b-form-input): allow prevent default for wheel event (fixes #7124)

Fixes #7124.

See https://developer.mozilla.org/en-US/docs/Web/API/EventTarget/addEventListener#improving_scrolling_performance_with_passive_listeners. In browsers other than Safari and IE any wheel event attached to the document will be set to passive: true by default which does not allow preventDefault and causes the error. This PR fixes the issue by explicitly setting passive: false for the wheel event of the number b-form-input.
