explanation

Keys in this repo are used by badkeys' blocklist check. Unlike other keys detected by badkeys, the private keys corresponding to these public keys are not known. Yet, strong evidence exists that they are only used for malicious purposes.

Keys should only be added in rare, exceptional circumstances.
