No. As discussed in http://forums.teradata.com/forum/extensibility/sha-2-udfs-for-teradata, I recommend using Unicode Tool Kit to handle Unicode.
With Unicode Took Kit, you can use this function like:
sel hash_sha256(udf_utf16to8('あ'))
