Minor update to include and upgrade packages used by frontend UI

The following packages were added for the jupyterlab frontend UI:

  • dash 1.19
  • jupyter-dash 0.4.*

Official Python 3 support; all Python 2 support dropped

All Python 2 support has been dropped since conda-forge (and many packages) no longer support Python2.
The builds for Python 3 appear to work on all supported OSes and architectures.
Conda and Python 3.7 were upgraded to a more recent version.
Pandas was also added to the default base packages.

Improve Py3 Support and Include Viz Packages

Further support the Analytica Phase II SBIR with improved Python3 support (setuptools is required) and including
Jupyter and visualization packages. The default channels are also explicitly set and include plotly.

Improved testing and include all needed packages

Changes:

  1. Remove unneeded etc directory and contents (obsolete since v1.0.0)
  2. Fix commit hash of tag in release notes
  3. Add back:
    • texttable
    • tinydb
    • unidecode
  4. Pass GITHUB_REF to docker images so that construct.yml has access
  5. Test on Ubuntu 20.04 instead of 19.10 and test on OpenSUSE
  6. Improve quality of tests to at least import all modules
