Updated NuGet packages (28) including one with a vunerability. Two NuGet packages remain deprecated: Microsoft.AspNetCore.Mvc Microsoft.AspNetCore.Mvc.Core
Fixed CI for .Net 8
Converted code from using classes where possible to records. Updated NuGet packages.
