Support running install-deps on Debian-derived distributions.

With these changes, both "make setup" and subsequent steps run
successfully on Debian-derived distributions. Tested on Debian sid.

At the moment the list of package names is exactly the same, but this is
not guaranteed to be the case.

"make setup" only works on RedHat-based distributions.

What is the new behavior (if this is a feature change)?

"make setup" also works on Debian-based distributions such as Debian, Ubuntu and Mint.

With these changes, both "make setup" and subsequent steps run
successfully on Debian-derived distributions. Tested on Debian sid.
