About The Pull Request

This PR fixes #2651, #2602 and #2044 as well as a host of minor atmos inefficiencies. Also moves fighters on the atlas inboard one tile so they can stop trapping their pilots. Also adds in two additional control rods for engineers so they have a full replacement set, a service lathe in the kitchen cold storage, oxygen tanks to Dept. Head suit storage, and an MAA hardsuit locker in the associated office.

Why It's Good For The Game

Fix Man good.

You don't need to connect power to areas if they cross z-levels, they're still the same area. And it looks like you accidentally put a vent on the Eclipse's top deck.
Otherwise this is all good, I would like to request you put a Pandemic machine in the yellow spot in genetics and some grilles on the magenta lines around Atlas' medical here as well, since you're editing Atlas anyway. Some more grilles on that outer ring of them could probably also help, the centcom shuttle can probably drift in there just fine :p
