better to add tests for added parameters and record the tests.

Added
IsGeneralPurposeV2andStorageIOpsparameters toNew-AzSqlInstance,Set-AzSqlInstanceto enable the creation of GPv2 instances.Also edited some autocomplete options - removed gen4 and added gen8.
