Always increment patch version

In the docs you say:

Each merge into main|master is intended to produce an artifact, following the "everything is potentially releasable" approach.

This change generalizes that to be:

Each commit on main|master is intended to produce an artifact, following the "everything is potentially releasable" approach.

Branch naming convention will still work, but this avoid issues due to typos or pushing directly to main|master.

This could probably be cleaned up a bit.
