Neon effect stopped working in VSCode 1.58 Update #3

I updated to Vscode 1.58 and glow effect stopped working.

Things I've tried:

Reinstall Aylin theme and Custom JS and CSS loader
Reinstall all extensions
clear config.json and cache
Wipe all VScode from PC and install all again.

Nothing seems to be effective.

also aylin.css is on the right path

This solution works as a workarround
