[Bug] Can't move tabs without also adding/removing tabs #554

Description

The tab order can only be changed if tabs are added/removed.

Steps to Reproduce

Open settings
Click on "Home tabs"
Try to change tab ordering without adding or removing tabs
Cannot save as the 'Done' button is disabled.

Expected Behavior

Being able to change the order of tabs.
