I'm confused, is there no way to just include zmq.hpp? My project has been using the bare bones libzmq api, I already have a working build. What is required to include zmq.hpp without the extra "build" steps?

Nothing preventing that. Cmake is for integrating into other cmake projects and bulding tests.
