When using Emacs-pretest-25.1-rc2-universal.dmg,

There's error msg:

Invalid function: org-babel-header-args-safe-fn

Cannot popup any thing

Can't reproduce with Emacs 25.1.50.12. The only function used by youdao-dictionary.el is org-mode, I don't think this issue is actually caused by youdao-dictionary.el. And if you search the title you wrote online, you should be able to find many questions asking the same issue, I suggest you follow these questions and will probably find the solution.
