这个需求解决了什么问题：

当工具栏配置在上面的时候，分页选择就不方便了会被遮挡

建议的 API 是什么样的：

应该跟下拉按钮一样添加一个placement属性，可以设置弹出是上（top）,还是下（buttom）

是否已有其他不错的替代方案：
