dupe checking should be switchable in network2 (etc.)

disposition of dupes should be selectable:
a) discard
b) store in a separate file
c) post

what would be a good way to set it? commandline? wwivconfig per {network, global}?

since network2 processes one network at a time, i think it should be settable per network. wwivconfig would be ideal since network2 gets called by the bbs or networkc or other means. i don't know if anyone does their network processing via batch files anymore. (except for mark maybe). the use cases include debugging the network, and when refreshing message bases.
