Add guidelines for our blogs/tutorials to our pull request template

@wsvincent following up with a note that we should clarify if we have a policy for adding blogs and tutorials. We want some history to know someone keeps up with new content vs. occasionally blogs like myself.

Maybe we should push https://djangofeeds.com more and not include them?

It might be helpful to suggest submitting to Django Packages, Django Feeds, and where ever else makes sense.
