Migrate SOPS -> Bitwarden Secrets Manager #2178

Would like to trial moving secrets to a common secrets manager rather than SOPS in the repo.

Will need to confirm availability of bitwarden in https://github.com/external-secrets/external-secrets to ensure ease of use.
