Notify maintainers with an email asking to add funds

When a user imports an issue, add a cronjob that will send an email once two days after he imported this issue to Gitpay. Repeat for 5 times

This will be the email template for now:

Hello {{name}},

You imported an issue {{title}} - {{url}} to Gitpay, you can add a bounty, and our users will apply for solve.
