Describe the Bug

Too many users have viewed or downloaded this file recently. Please
try accessing the file again later. If the file you are trying to
access is particularly large or is shared with many people, it may
take up to 24 hours to be able to view or download the file. If you
still can't access a file after 24 hours, contact your domain
administrator.

I encountered the same issue. my solution is to save the shared files into my own drive. then, share this file to get the link, and download using gdown. I guess this limit is cuz the link is widely used by others, and to bypass it you need to generate another link.

@zhanshicu We can only save shortcut of shared drive to MyDrive, so does this work?

no, don't save shortcut. you can copy and paste the file to your drive
