You should explicitly allow every environment variable you are going to use using # werf-giterminism.yaml:
giterminismConfigVersion: 1
config:
goTemplateRendering:
allowEnvVariables:
- WITH_XDEBUG Now you can use this variable in your werf.yaml: # werf.yaml
...

beforeInstall:
