В CSS настройка abbr[title], dfn[title] {cursor: help;} мешает считывать тултип, у курсора появляется знак вопроса и всегда закрывает начало текста всплывашки (Windows, размер курсора "огромный"). Можно просто убрать это изменение курсора.
