Provide a mechanism for us to create egress gateway endpoint to S3 for a particular deployment. This should be created only if the customer chooses to configure Privatelink for ingress to their deployment, as it would allow us to bind both ingress & egress private access to one config. This would just work for buckets in the same region as the deployment. If a customer configures team-level buckets in other regions, then the egress traffic to those would take the public route.
