In PEWG today we discussed the possibility of a living standard with @plehegar, and decided to look into it after v3 promotion.

So we didn't do that in the charter but since it's a declaration of intent not a commitment, I don't think anything is actually borken.
Leaving this issue open to be discussed again after v3.
