Description

Some settings are inherently global (e.g. all pre-rendering settings). It would be nice for the user to define these in a vike.config.js instead of vite.config.js.

We may need this for #562, thus labeling as https://github.com/vikejs/vike/labels/server%20%F0%9F%8C%90.

We'll also need this for #341.

I'd like to give this a shot, what are the config options that need to be implemented here? The ones under settings? (Is #1408 a duplicate?)
